ANPRM HM-265

On 10/28/2024, the DOT published an advanced notice of proposed rulemaking (ANPRM), HM-265, (view it here) which proposes numerous changes to cargo tank and tank car rules. On the cargo tank side, this proposal would:
1. Update cargo tank manufacture and inspection requirements to address safety deficiencies noted during inspections,
2. Provide numerous definitions clarifications,
3. Remove requirements for security awareness training requirements for “hazmat employees” that don’t actually come into contact with hazardous materials in transport (inspections, manufacture, repair, etc.)
Upon initial review, it appears PHMSA has some opportunities to add some further clarity to some of the requirements. NJP Engineering will (hopefully) draft a response to this ANPRM, which will be posted on this site.
